This part is a Spa Drain and Fill Valve made by Waterway. Normally found mounted to the spa base or skirting for easy access. The valve requires a 1-5/8" hole size and is locked to your spa with a retinaing nut that uses a 1-5/8" Acme thread. The plumbing on this valve is 1" slip but many manufacturers used a barbed adapter so they can use vinyl tubing instead of standard pvc or flex.
